    PERSONNEL MANAGEMENT PRACTICES OF PRINCIPALS IN PUBLIC AND PRIVATE SECONDARY SCHOOLS IN EBONYI STATE

    The study focused on Personnel Management Practices of Principals in Public and Private Secondary Schools in Ebonyi State. Five purposes of study were formulated to guide the study. Five research questions rooted from the purpose were also asked and three null hypotheses were formulated that guided the study. The design of the study was descriptive survey research design aimed at eliciting information from the respondents based on the research questions that guided the study. The population of the study comprised of 342 principals in registered public and private secondary schools in the three Education Zones of Ebonyi State. No sampling was carried out because the entire population was studied. The instrument used for data collection was a structured questionnaire and data were analyzed using frequency tables, mean and standard deviation for all the research questions, while t-test was used in analyzing the three null hypotheses. The findings of the study revealed that; the principals in public and private secondary schools adopted different administrative styles in the management of personnel; there is slightly a difference in the methods of recruitment adopted by the principals of both schools; the supervisory techniques of the principals of the two categories of schools were not the same. The disciplinary measures adopted by the principals did differ and the principals in both public and private secondary schools in Ebonyi State adopted different strategies in handling staff welfare. Based on these findings, some recommendations were made, thus: that government and Ministry of Education should give the principals of public secondary schools a free hand to operate in the management of personnel in the secondary schools, that the government and Ministry of Education should be involved directly in the management of staff welfare, the principals of private secondary schools should emulate the public secondary schools in the methods of recruitment by employing qualified teachers to teach in their school, principals should apply the sections of NUT code of conduct in their disciplinary strategies and that appointment of principals should not only be by seniority and experience only but should also be based on capability and good personality.

    EXTENT SELECTED FACTORS AFFECT THE TEACHING OF COMPUTER SCIENCE IN JUNIOR SECONDARY SCHOOLS IN EBONYI STATE

    Computer plays a vital role in teaching and learning in this 21st century world. Without the knowledge of computer in our education system, it would be very difficult for our children or student to compete with their contemporaries globally. Government appreciates and understands the importance of computer science in our education system and has formulated different policies to see that computer science is taught in our schools from primary, secondary & tertiary levels. The essence is to make students computer literate. This study sought to establish the extent some selected factors affect the teaching of computer science in Junior Secondary Schools in Ebonyi State. Five research questions and three hypotheses guided the study. An instrument containing 39-items was developed and used to obtain data from a population of 200 computer science teachers of junior secondary schools in Ebonyi State. The reliability of the instrument was established to ascertain the internal consistency and a reliability coefficient of 0.76 was obtained using Cronbach alpha at 0.05 level of significance. The instrument has two parts: A and B. Part A sought information on the demography of the respondents, while part B has five sections of the questionnaire items. Findings revealed that if government and institutions’ authorities do not employ qualified computer teachers to teach computer science, it might hamper adequate teaching and learning of it. In addition to that, inadequate availability of computers, inadequate or poor ICT facilities application in schools, class size and attitudes of teachers also affect the teaching of computer science in JSS. The result of the hypotheses showed that there is no significant difference in the mean responses of male and female teachers on the qualification of teachers. HO2 showed that there is a significant difference in the mean responses of urban and rural teachers on the extent of the availability of computer science teachers in JSS, while HO3 revealed that there is no significance difference on the attitude of male & female teachers of computer science. Based on these findings, it was recommended that only qualified computer teachers should be employed and trained. Government should upgrade existing computer science facilities; school authorities and government should provide adequate classroom for computer teaching and learning. Suggestions for further studies were also made.

    INFLUENCE OF MATRILINEAL INHERITANCE ON SECONDARY SCHOOL STUDENTS IN AFIKPO EDUCATION ZONE: A CASE STUDY OF AFIKPO SOUTH (EDDA) LOCAL GOVERNMENT AREA OF EBONYI STATE

    This study sort to find out the influence of matrilineal inheritance on secondary school students in Afikpo Educ`ation zone. Five research questions and five hypotheses were raised to enable the researcher elicit needed information. A historical research design was adopted in carrying out the study. The population of study consisted of all the JSS I to SS II students in all the 15 secondary schools in Afikpo South (Edda) Local Government Area of Ebonyi State . The stratified random sampling technique was used in selecting 928 from the students population consisting of 376 males and 552 females. The instrument used for data collection was the matrilineal Inheritance on Secondary School Students Questionnaire (MISSSQ). The instrument was first validated by two experts in measurement and evaluation. The Cronbach Alpha was used to compute the reliability coefficient of the instrument (MISSSQ). The reliability coefficient of 0.91 was obtained. The data obtained were analyzed using mean, standard deviation, t-test and analysis of variance (ANOVA). The result revealed among others that there is a significant difference in the mean ratings male and female students’ transition from primary to secondary school and recommendations were made out of which the Edda indigenes were recommended to imbibe the habit of writing “Will” as this will go a long way in solving the problem of who inherits what.

    INFLUENCE OF EARLY MARRIAGE ON EDUCATION OF THE GIRL-CHILD IN ABAKALIKI EDUCATION ZONE OF EBONYI STATE

    This work sought to determine the influence of early marriage on the education of the girl child in Abakaliki education Zone of Ebonyi State. Four research questions guided the study, and a descriptive survey design was adopted. The population of the study was four hundred forth eight (448) teachers according to secondary education board, SEB, 2014). The researcher used simple random sampling technique to draw the sample for the study. Twenty eight (28) respondent were randomly selected from each of the five (5) selected schools. Structured questionnaire was used to collect data for the study. The researchers used test and retest method to determine the reliability of the instrument, and a reliability coefficient of 0.89 was obtained. All the copies of the questionnaire were dully completed and returned with no instrument mortality. Data collected were analyzed using the mean (x) to give verifiable answers to the problems and objectives of the research. The findings revealed that early marriage enhances poor academic performances, limits full development of the potentials of the girl-child among others. The researcher recommends that government should enact law through social welfare to prevent early marriage of the girl-child and should be punishable to anyone who violated such law. There should be mass enlightenment in various communities, schools against early marriage of the girl child.

    PERCIEVED INHIBITORS TO INSTRUCTIONAL SUPERVISION OF SECONDARY SCHOOL STDUENTS IN EBONYI STATE

    This research work was designed to investigate Perceived Inhibitors to Instructional Supervision in Secondary Schools in Ebonyi State. The purpose of this study is to establish perceived inhibitors to instructional supervision in Secondary Schools in Ebonyi State. The study adopted a descriptive research survey. The total population used in the study was 3500 (three thousand five hundred) teachers. The total of four hundred and fifty (450) secondary school teachers were selected across the thirteen local government areas of the state. It was drawn through the multi-stage sampling procedure. Four research questions and two hypotheses guided this study. A total of four hundred and fifty copies of questionnaire were served as instrument for the study. The internal consistency of the instrument was computed using cronbach alpha. The overall reliability coefficient of the instrument was 0.60. The data were analyzed using mean score and standard deviation. A t-test was used to test the entire hypotheses postulated at 0.05 level of significance. Among the findings were that there were perceived inhibitors in instructional supervision in secondary schools Ebonyi State. It was revealed that there were inadequate vehicles to convey supervisors to schools. Government hardly releases funds to supervisors for supervision. Recommendations include that: Government should organize conferences, seminars (training and retraining) to interpret curriculum development to supervisors in order to meet global challenges in educational sector. Communities should assist in building more classroom blocks, offices and provide adequate instructional materials for teachers, to enhance effective and efficient teaching and learning in secondary schools. Suggestions for further studies were also made.

    IMPACT OF EARLY MARRIAGE ON THE EDUCATIONAL DEVELOPMENT OF WOMEN AMONG EZZA PEOPLE IN EBONYI STATE

    The study sought to find out the impact of early marriage on the Educational Development of Women among Ezza people of Ebonyi State. Four research questions were posed to guide the study while three hypotheses were tested at 0.05 level of significance. Related literature was reviewed. The study employed the descriptive survey design. The area of the study was Ebonyi State. The instrument used for data collection was a self-developed questionnaire titled ‘Impact of Early Marriage (IMEM) Two hundred and fifty secondary school students formed the sample used for the study. The IMEM was validated for relevance, suitability and clarity. The reliability of the instrument was established using the test-retest which yielded reliability co-efficient of 0.65. The research questions were answered using the mean and standard deviation and the Pearson Product moment correlation (r) was used to test the hypotheses. The findings of the study revealed that there is a significant relationship between early marriage and educational opportunity, divorce and reproductive health. And some recommendations were made: that seminars and workshops should be organized to enlighten the parents, community leaders among others.

    INFLUENCE OF COMMUNICATION ON SECONDARY SCHOOL ADMINISTRATION IN ENUGU EDUCATION ZONE ENUGU STATE

    The main purpose of this study was to examine the influence of communication on secondary school administration in Enugu Education Zone of Enugu State. The researcher formulated three research questions and three null hypotheses to guide the study. To obtain data for answering the research questions and null hypotheses, a structured questionnaire was utilized for data collection. The sample population for the study was 520 teachers and principals selected from one third of the teachers’ population of one thousand four hundred and seventy eight (1,478) and 28 principals in the zone. Three experts validated the instruments. The reliability of the instruments was determined using a Crombatch alpha statistic. An alpha value of 0.66 was obtained as a reliability coefficient of the instrument. Literatures related to the study were reviewed and utilized to guide the study. Mean and standard deviation were used to answer the research questions while t-test was used to test the null hypotheses. The findings of the study revealed that verbal communication, written communication and the use of electronic communication devices have influence on secondary school administration in Enugu education zone. The findings equally indicated that there was no significant difference in the opinions of the teachers and principals on the influence of verbal, written and the use of electronic communication devices on secondary school administration in Enugu education zone. Based on these findings, some educational implications were stated. Three recommendations and three suggestions for further studies were made.

    INFLUENCE OF INDISCIPLINE ON ACADEMIC PERFORMANCE OF STUDENTS IN SECONDARY SCHOOLS IN AFIKPO EDUCATION ZONE

    This study investigated the influence of indiscipline on academic performance of students in secondary schools in Afikpo Education Zone. The purpose of the study was to establish if indiscipline of students in secondary schools influences their academic performance. The population for the study was 7,606 respondents. The disproportionate stratified random sampling technique was used in selecting a total sample of three hundred and ninety three (393) respondents. The work which was a survey type used a structured questionnaire titled ‘Students’ Indiscipline and Academic Performance Questionnaire-(SIAPQ)’ in collecting data for the study. The instrument was validated by three experts from Department of Educational Foundations and Science Education of Ebonyi State University, Abakaliki. The (SIAPQ) had a reliability coefficient of 0.77. Data collected were analyzed with the aid of frequency counts, mean, and standard deviation for research questions and t-test estimation for testing the hypotheses at 0.05 alpha level. Prominent among other results was that students who were not disciplined perform poorer than disciplined ones academically. Based on the recommendations based on educational implications were proffered for improving school discipline among which is that there should be a vigorous effort at intensifying the teaching and practice of moral education in schools in Afikpo Education Zone.

The researcher used Test-re-test method to determine the reliability of the instrument, and a reliability coefficient of 0.89 was obtained, using the spearman’s rank order (rho). All the copies of the questionnaire were dully completed and returned with no instrument mortality. Data collected were analyzed using descriptive mean statistics (x) to give verifiable answers to the problems and objectives of the research. The findings revealed that early marriage results negatively to the poor academic performances of a girl-child, that early marriage results to school dropout, hinders educational ambition and finally limits the full development of academic potentials of the girl-child in that area. It is recommended that government should enact a law prohibiting parents irrespective of tribe and religion on forcing their female children to get married at tender age when ought to be in school, also map out strategies to encourage female education, there should be public enlightenment campaigns to educate parents on the importance of educating female children as well motivate women on the importance of education through scholarships, bursary award and other kinds of financial assistance. Finally, enact a law through social welfare organization to be out in looking into the cases of violation among girls.

    ADMINISTRATIVE FUNCTIONS OF SECONDARY SCHOOL PRINCIPALS FOR EFFCETIVE PERSONNEL MANAGEMENT IN EBONYI STATE

    This study investigated the Administrative Functions of Secondary School Principals for Effective Personnel Management in Ebonyi State. Five research questions and five null hypotheses were posed and formulated for the study. The study adopted the descriptive survey design. A total of two hundred and fifty nine (259) teachers were used as sample for this study which consists of one hundred and seventeen (117) males and one hundred and forty two (142) females. The instrument for data collection was a structured questionnaire titled “Administrative Functions Survey Questionnaire (AFSQ)” and was validated by three experts in Educational foundations and two experts in Measurement and Evaluation respectively. The reliability of AFSQ was ensured using Spearman’s Rank Order Correlation (rho) and a reliability index of 0.97 was obtained. Descriptive statistics of mean and standard deviation were used to answer the research questions while the t-test statistic was used to test the hypotheses at 0.05 level of significance. The findings of the study revealed among others that there was no significant difference between the mean ratings of urban and rural teachers on the planning functions needed by secondary school principals for effective personnel management in Ebonyi state; there was a significant difference between the mean ratings of male and female teachers on the financial functions needed by secondary school principals for effective personnel management in Ebonyi state; there was no significant difference between the mean ratings of the teachers on the supervisory functions needed by the principals for effective personnel management based on their teaching experience. Based on the findings, it was recommended among others that principals across the secondary schools in the state should endeavor to involve in the planning, decision-making and financial matters of the school so as to drive the school towards achieving meaningfully the stated objectives. The study concluded that the principals can only manage the personnel in the school better if they involve the personnel in matters concerning the administration of the school before reaching conclusive decisions.

    STRATEGIES FOR IMPROVING SUPERVISION OF INSTRUCTION IN SECONDARY SCHOOLS IN AFIKPO EDUCATION ZONE OF EBONYI STATE

    This study investigated the strategies for improving supervision of instruction in secondary schools in Afikpo Education zone of Ebonyi State. The major purpose was to determine the strategies for improving supervision of instruction in schools. Five research questions guided the study and two hypotheses were tested at 0.05 level of significance. The mean was used to analyze the research question. The population was 206 comprising 180 principals and 26 supervisors from Afikpo Education zone of Ebonyi State. There was no sampling because the population size was manageable. The instrument for data collection was structured questionnaire. It was tagged strategies for improving supervision of instruction in schools. A structured questionnaire with twenty five (25) items was the instrument used to collect the data for the study. It was validated and its reliability co-efficient was 0.97. The instrument was administered to respondents by researcher with the help of seven research assistants and collected after filling at the spot. The findings of the study showed among other things that training and retraining of supervisors, recruitment of qualified supervisors, motivation of supervisors, adequate provision of funds and facilities are the strategies for improving supervision of instruction in secondary schools in Afikpo education zone of Ebonyi State. Based on the findings, the study recommends that the government should recruit people who hold masters degree in education administration and supervision as supervisors because almost all the respondents have first degree (B.Ed) as their qualification.

    The study focused on the management of school plants in secondary schools in Abakaliki Education zone of Ebonyi State. Five research questions and three null hypotheses guided the study. The design of the study was a descriptive survey research design aimed at eliciting information from the respondents based on the research questions that guided the study. The population of the study comprised all the 66 principals in public secondary schools in Abakaliki education zones of Ebonyi State. The instrument used for data collection was structured questionnaire titled Strategies for the Management of School Plants in Secondary Schools in Abakaliki Education Zone (SMSPSSAZ). Data collected were analyzed using frequency tables, mean and standard deviation while t-test of statistic was used in testing the three null hypotheses. The findings of the study revealed that financial assistance from immediate school communities, recruitment of artisans into the school system, involvement of non governmental agencies in management of school and modification of some education policies would aid the management of school plants in secondary schools in Abakaliki Education Zone of Ebonyi State. Based on these findings, some recommendations were made, that Government and Ministry of Education should partner with the private sectors in providing schools with necessary plants for effective teaching and learning to take place, secondly Government and Ministry of Education should as a matter of urgency organize seminars and workshops to enlighten the school heads on ways of generating alternative sources of funding and procurement of school plants among others.

    AVAILABILITY AND UTILIZATION OF INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) FACILITIES IN TEACHING BUSINESS STUDIES IN PUBLIC SECONDARY SCHOOLS IN ENUGU STATE

    This study aimed at determining the availability and utilization of ICT facilities for teaching Business Studies in public secondary schools in Enugu State. This was with specific regard to Computer and Information Technology that are available and utilized in teaching Business Studies in public secondary schools in Enugu State. Three research questions and three corresponding hypotheses were formulated to guide the study. A descriptive survey was adopted for the study. The population comprised 385 Business Studies teachers and a sample of 150 Business Studies teachers selected through purposive random sampling technique. 26-item questionnaire was structured for the study. The instrument was validated by three experts - one expert in Measurement and Evaluation and two experts in Business Education Department in Ebonyi State University, Abakaliki. The reliability coefficient was 0.78, showing that the instrument was highly reliable in eliciting the information it was designed for. Mean and standard deviation scores were used to answer the research questions and t-test was used to test the hypotheses at 0.05 level of significance. The analysis of the data show that computers were available but that other ICT facilities were not available and the extent of their utilization were low. The study also revealed that teachers encounter problems while using ICT facilities in teaching. Based on the findings, the researcher recommended that the Government should give priority to education, especially ICT facilities provision for teaching in its budget. They should provide fund and stand-by generator to enable ICT facilities to be available and judiciously utilized for teaching Business Studies in public secondary schools in Enugu State.

The instrument used for data collection was structured questionnaire titled Strategies for the Management of School Plants in Secondary Schools in Abakaliki Education Zone (SMSPSSAZ). Data collected were analyzed using frequency tables, mean and standard deviation while t-test of statistic was used in testing the three null hypotheses. The findings of the study revealed that financial assistants from immediate school communities, recruitment of artisans into the school system, involvement of non governmental agencies in management of school and modification of some education policies would aid the management of school plants in secondary schools in Abakaliki Education Zone of Ebonyi State. Based on these findings, some recommendations were made, that Government and Ministry of Education should partner with the private sectors in providing schools with necessary plants for effective teaching and learning to take place, secondly Government and Ministry of Education should as a matter of urgency organize seminars and workshops to enlighten the school heads on ways of generating alternative sources of funding and procurement of school plants among others.

    TEACHERS’ PERCEPTION OF ADMINISTRATIVE ROLES OF SECONDARY SCHOOL PRINCIPALS IN ENUGU EDUCATION ZONE OF ENUGU STATE

    The study sought to determine Teachers’ Perception of Administrative Roles of Secondary School Principals in Enugu Education Zone of Enugu State of Nigeria. Five research questions and five hypotheses were formulated to guide the study. Descriptive survey design was adopted for the study. The population of the study was one thousand four hundred and fifty five (1455) teachers, out of which simple random sampling technique was used to select a sample of two hundred and twenty five (225) teachers by balloting with replacement as well as the twenty five (25) principals of selected schools. A self designed 38 item structured questionnaire with reliability coefficient of 0.87 which was validated by experts and with reliability index of 0.85, using Cronbach Alpha approach, was used to elicit responses from the 250 respondents whose questionnaire copies were properly filled and retrieved. Mean and standard deviation were used to answer the research questions, while the t-test was used to test the null hypotheses at 0.05 level of significance. Findings from the study revealed that the administrative roles of secondary school principals include staff discipline, school-community relation, financial management, teachers’ welfare and instructional supervision. Based on the above findings, recommendations were made.

    FACTORS AFFECTING THE IMPLEMENTATION OF FREE AND COMPULSORY NINE-YEAR BASIC EDUCATION IN NIGERIA: A CASE STUDY OF EBONYI STATE

    This study was conducted to find out the factors affecting the implementation of the free and compulsory nine year basic education programme of the UBE using Ebonyi State as a case study. A descriptive survey research design was adopted. Six research questions were posed to guide the study. This study was conducted in UBEC Office, Abakaliki Ebonyi State. The simple random sampling technique was adopted to select 380 respondents for this study. The instrument for data collection was a structured questionnaire on five point Likert scale. The study revealed that the factors that affected the establishment of the UBE programme included high level of illiteracy among the masses, and children are to be entitled to free quality basic education. The socio-cultural constrains to the success of implementation included gender discrepancy, lack of cooperation among the three-tiers of governments, politics about the scheme, high level corruption in the programme, and ethnicity of the supervisory committee. Formal basic education which involves the first nine years of schooling for children is being benefited by children in Ebonyi State. Others are still in suspense. An academic passport is the only fulfilling part of the nine year basic education curriculum in Ebonyi State. No adequate infrastructure in place to promote the effective implementation of the UBE programme in Ebonyi State. And the nine year basic education is free and compulsory is just only no payment of school fees but there are so many other hidden payment in the programme. It is recommended that since the programme requires massive participation of the Nigerian populace to succeed. As such, everybody should be involved and carried along in the implementation process.

    This study was conducted to review the major roles of Universal Basic Education Commission (UBEC) in the implementation of the free and compulsory nine year basic education programme of the UBE using Ebonyi State as study. A descriptive survey design was adopted. This study was conducted in UBEC Office, Abakaliki Ebonyi State. The stratified random sampling technique was adopted to select 380 respondents for this study. The instrument for data collection was a well designed questionnaire on five point Likert scale. The correctness of the statement is rated Very High Assessment (VHA) if respondent is in no doubt that the statement is exactly true and the least true as perceived by the respondent is rated Negative Assessment (NA). The study revealed that the factors that influenced the establishment of the UBE programme included high level of illiteracy among the masses, and children are to be entitled to free quality basic education. The socio-cultural constrains to the success of implementation included gender discrepancy, lack of cooperation among the three–tiers of governments, politicisation of the scheme, high level corruption in the programme, and ethnicisation of the supervisory committee.
